I've been speaking with Jerry at Advanced Visual Designs and they will be offering a BJD category this year. The official announcement from A-Kon's web site can be found here.
I've included his rules and entry form below to copy/paste for those interested. In past years Jerry has been set up in the Exhibitor's Hall - once I know for sure where to find him during the convention, I'll post that info.

The BJD category is limited to resin dolls. They may be company bought or home cast. Limit on entries is three per person per category.
The contest judging will be complete about 30 to 40 minutes after the close of the Dealer's Room on Saturday. Jerry and his crew will be joining us during the DollAKon Costume Contest to announce the BJD winner at the end of our award presentation.
In Jerry's words "The whole point of the contest is to honor the artist's work, so we will require the entries to be the complete package this year...they did all the aesthetic work, modifications as well as the costume."
By aesthetic work - this means all painting, no company or commissioned work is allowed. All work done on the doll must be your own.
Hybrids are allowed as a modification but you must do more than assemble the parts - ie: putting Soom hooves on your Lutz doll unpainted is not an acceptable hybrid. You must paint the hybrid parts or modify them in some way so they are not as they arrived from the company.
By costume Jerry means the clothing of the doll - he is wanting each entry to be completely unique. You may not enter dolls wearing purchased clothing. The clothing should be of your own creation or something that you've heavily modified - making it OOAK. Using purchased shoes and wigs is allowed.
Accessories should be of your own creation or again something you've heavily modified.
Painting does count as modification - keep in mind the original contest was resin kits which were painted as the main form of customization.

DAS RULES:
1) No member of the A.V.D. staff is eligible to enter the contest.
2) All models, miniatures and bjds must be the original work of the artist.
3) All entries will judged on each works merits
4) The categories are as follows.
a) anime,manga or comic characters
b) mecha, robots and vehicals
c) bds *(new category – resin dolls only)*
d) scrap-built & kit bash
5) No incomplete entries will be allowed.
6) All models must be collected by Sunday.
A.V.D. will turn over any entries left to the convention staff.
